To manage this limited quota, Yukon has implemented a new Expression of Interest (EOI) system and established clear priority categories for applicants.

Introduction of the Expression of Interest (EOI) System

To efficiently manage the high demand for nominations, Yukon introduced an EOI system in early 2025. Under this system, employers submit EOIs on behalf of foreign workers they wish to nominate. The YNP then reviews these submissions and issues ITAs to candidates who meet the established priority criteria. The initial EOI intake period was from March 31 to April 22, 2025. Due to the overwhelming number of eligible submissions, Yukon does not anticipate reopening the EOI intake for the remainder of the year.

Priority Categories for 2025

  • Applicants who received Temporary Measure Letters of Support in 2024 or 2025.
  • Foreign nationals who have lived and worked in Yukon for at least one year.
  • Graduates of Yukon University.
  • Francophone or French-speaking individuals.

Temporary Measure Letters of Support

In March 2025, Yukon introduced Temporary Measure Letters of Support to assist foreign workers with expiring work permits. These letters allow eligible foreign nationals to apply for a Yukon-specific work permit valid for up to two years, provided their employer intends to nominate them for permanent residency through the YNP in 2025 or 2026.
