Critical Workers
Critical worker stream helps applicants in nomination for permanent residency, if the applicant is currently working in PEI. The PEI Critical Worker stream is employer-driven, and allows PEI Island employers to fill intermediate-skilled positions that they are unable to fill through the local job market.
International Graduates
International graduate stream of Prince Edward Island Provincial Nominee program helps an applicant in nomination for permanent residency, if the applicant has graduated from a publicly-funded PEI post-secondary institution. The International Graduate stream is also employer-driven, allowing Island employers to fill positions that they are unable to fill through the local job market.
Skilled Workers in PEI
Skilled worker stream of Prince Edward Island PNP helps those are currently employed by an Island employer. The PEI Skilled Worker stream is employer-driven, and allows PEI Island employers to fill high-skilled positions positions that they are unable to fill through the local job market.
Skilled Workers Outside Canada
Skilled Worker outside Canada stream of Prince Edward Island PNP can be utilized for talent recruitment outside of Canada if the Prince Edward Island employer has received authorization from the Office of Immigration prior to issuing a job offer to a candidate. With approval, a work permit support letter would be provided for the applicant to seek a work permit.

A candidate can apply for Prince Edward Island Express Entry nomination for PR purposes. Once the applicant receives a nomination from PEI PNP, chances of getting ITA from Federal government increases manifold,
Critical Workers
An applicant is eligible under Prince Edward Island Critical Worker stream, if the applicant has:
- has a full-time, non-seasonal, permanent or a job having minimum of two years job offer, from a PEI employer in an intermediate-skilled position, defined by the National Occupation Code (NOC) skill level C or D;
- has worked a minimum of six months full-time for the PEI employer;
- has a valid work permit and legal status in Canada;
- possess a minimum education of secondary school diploma;
- is between the ages of 18 and 59;
- has a minimum two years of full-time work experience or relevant education in the past five years;
- provide a language test from an IRCC-approved testing institute within the past two years with a minimum score of CLB/NCLC 4;
- has sufficient financial resources to pay all immigration costs (including travel expenses) for himself and dependants to be able to establish in PEI; and
- a genuine intention to settle in PEI.
Important Points
- Starting June 2019, the Critical Worker Stream may be utilized for talent recruitment outside of Canada for approved Prince Edward Island trucking-sector employers.
- Also, Starting June 2019, the Critical Worker Stream may be utilized for talent recruitment outside of Prince Edward Island. Only, candidates in NOC C category, who are working in defined Priority Employment Sectors in Prince Edward Island are included. These candidates must have 6 months of Canadian work experience that was gained while on an LMIA-backed work permit and be relevant to the current position the individual is offered in PEI.
- With approval, a work permit support letter can be provided for the applicant.
International Graduates
An applicant is eligible under Prince Edward Island International Graduate stream, if the applicant:
- has a post-secondary degree or diploma from a publicly-funded Prince Edward Island institution;
- has a full-time, non-seasonal (i.e. permanent or minimum of two years) job offer from a PEI employer;
- has a valid post-graduate work permit and legal status in Canada;
- is able to attend an interview with staff from the Office, if required;
- possess sufficient English and/or French language ability to perform the job offered;
- is between the ages of 18 and 59;
- has sufficient financial resources to pay all immigration costs (including travel expenses) for himself and dependants to be able to establish in PEI; and
- demonstrate a genuine intention to settle in PEI.
- If selected to apply for nomination by PEI, must pay a non-refundable fee of $300 CAD with application.
Skilled Workers in PEI
An applicant is eligible under Skilled Workers in PEI stream, if the applicant has:
- has a full-time, non-seasonal, permanent or a job having minimum of two years job offer, from a PEI employer in a high skilled occupation, defined by the National Occupation Code (NOC) level 0, A, or B;
- has at least two years of full‐time work experience in the past five years;
- has a valid work permit and legal status in Canada;
- has legal status in country of residence.
- has successfully completed a post‐secondary degree or diploma (minimum two year program);
- is between the ages of 18 and 59;
- has sufficient English and/or French language ability to perform the job offered. Language ability can be verified by one of the following:
- a language test from an IRCC approved testing institute within the past two years with a minimum score of CLB/NCLC 4; or
- PEIW-02: Workforce Job Offer Form indicating employer is comfortable with the employee’s proficiency in English and/or French to perform tasks associated with the job position being offered.
- has sufficient financial resources to pay all immigration costs (including travel expenses) for himself and dependants to be able to establish in PEI; and
- a genuine intention to settle in PEI.
- If selected to apply for nomination by PEI, must pay a non-refundable fee of $300 CAD with application.
Skilled Workers Outside Canada
An applicant is eligible under Prince Edward Island Skilled Workers Outside Canada, if the applicant has:
- has a full-time, non-seasonal, permanent or a job having minimum of two years job offer, from a PEI employer in a high skilled occupation, defined by the National Occupation Code (NOC) level 0, A, or B;
- In this stream, an employer must receive authorization from PEI immigration office prior to submitting an expression of interest profile;
- has at least two years of full‐time work experience in the past five years;
- has legal status in country of residence.
- has successfully completed a post‐secondary degree or diploma (minimum two year program);
- is between the ages of 18 and 59;
- has sufficient English and/or French language ability to perform the job offered. Language ability can be verified by one of the following:
- a language test from an IRCC approved testing institute within the past two years with a minimum score of CLB/NCLC 4; or

PEI Express Entry
An applicant is eligible under Prince Edward Island Express Entry stream, if the applicant:
- meet the requirements of at least one of the Federal Economic Immigration programs:
- Federal Skilled Worker Program;
- Federal Skilled Trades Program; or
- Canadian Experience Class
- create a Federal Express Entry Profile and be placed in the pool of candidates.
- There are two pathways to permanent residency through the PEI Express Entry Category, depending on if you have a job offer in PEI or not. Priority will be given to applicants that are living and working in PEI.
PGWP holders of publicly funded designated learning institutions in Canada who are seeking nomination under Express Entry are required to meet a minimum of nine months work experience with a PEI employer prior to being considered for immigration pathways if the PGWP holder:
- hold a PGWP and graduated from an institution outside of PEI;
- have a spousal open work permit as a result of a spouse’s study permit from an institution outside of PEI;
- has a minimum of four months prior to the expiry of your PGWP at time of submission of Expression of Interest.

Employer Requirements for Above Streams
The employer is required to complete a PEIW-02: Workforce Job Offer Form and confirming the following criteria:
- The company must be active and in continuous operation under current ownership/management in
Prince Edward Island with identified labour gaps; - Provide documentation that the recruitment efforts for the intended profession have been unsuccessful
within Canada and the position is critical to the operation of the company; - Employment is full‐time, non-seasonal with a contract for a permanent position or a minimum length of two
years; - Employment in the intended occupation is consistent with the applicant’s ability to perform the job, based
on the applicant’s education, training and/or experience; - Employment terms and conditions meet all applicable provincial and federal employment workplace
standards and the comparable industry wage rate; - Employment of the applicant does not contravene existing bargaining unit agreements or employment
disputes; - Employment is in Prince Edward Island;
- Employment requiring provincial licensing or accreditation has been verified to ensure the applicant has
the necessary credentials to be eligible to work in the occupation in Prince Edward Island; - A signed employment contract is provided, which includes the terms and conditions of the full‐time job
offer; - Settlement support is provided to the applicant and the family to help them establish, if applicable;
and Labour Market Impact Assessment (LMIA) is provided, if applicable. - Also, employer must be willing to register with the Federal Employer Portal and pay the
Employer Compliance Fee of $230, if the foreign national requires a work permit or should the
current work permit expire prior to permanent residency being granted. - The correct LMIA exemption code must be used for a successful work permit application. Applicants with the Province of Prince Edward Island Work Permit Support letter are categorized as “Canada – PT Agreements- R204(c)”, and the LMIA exemption code is T13.
