What is Ontario Human capital category?

The Human capital category is sub-divided into two categories i.e. the international graduate streams and Ontario’s Express Entry streams.

International Graduate Stream

To qualify under this stream one must apply within 2 years of getting a degree from an eligible Ontario university. It is further divided into:

1. Masters Graduate stream
2.PhD Graduate stream

Ontario Express Entry Stream

To qualify under Ontario’s Express Entry streams, one must first make a profile in Federal government Express Entry system and wait for notification of Interest. It is further divided into:

1. French-Speaking Skilled Worker stream
2.Human Capital Priorities stream
3. Skilled Trades stream

INTERNATIONAL GRADUATE STREAM

1. Masters Graduate Stream:

This stream is for international graduates with master degree from Ontario to apply and permanently live and work in Ontario. This stream has a number of mandatory requirements which are as follows:

(a) A master’s degree from an eligible university in Ontario.

(b) CLB 7 or higher in English or French. Test shall not be taken more than two years from the date of submission of application.

(c) Applicant must have legally lived in Ontario for at least one year in the past two years before applying. The period can have gaps and need not be continuous.

(d) Settlement funds to support oneself and any dependent family members. It can be funds in bank, annual earnings, job offer in Ontario or a combination thereof. Currently, as of March 2021, the fund requirement is as follows:

(e) Intention to live and work in Ontario after permanent residence is granted.
(f) At time of application, the applicant must be either living in Ontario with legal status or living outside Canada.
(g) Application must be submitted within two years of completion of Master’s Degree.

 

 

2. PhD Graduate stream:

This stream is for international graduates with an Ontario PhD degree to apply and permanently live and work in Ontario. This stream has a number of mandatory requirements which are as follows:

(a) A completed PhD degree from an eligible university in Ontario. Also, to be eligible for this stream, the applicant must have legally lived in Ontario for at least two years while completing his studies.

(b) Must have cumulatively and legally lived in Ontario for at least one year in last two years before applying.

(c) Settlement funds to support oneself and any dependent family members. It can be funds in bank, annual earnings, job offer in Ontario or a combination thereof. Currently, as of March 2021, the fund requirement is same as above.

(d) Intention to live and work in Ontario after permanent residence is granted.

(e) The applicant must have a legal status in Canada, if applying from inside Canada.

(f) Application must be submitted within two years of completion of PhD Degree.

ONTARIO EXPRESS ENTRY STREAM

1. French-Speaking Skilled Worker stream:

This stream gives opportunity to French-speaking skilled workers with strong English language abilities the opportunity to apply to permanently live and work in Ontario. To be eligible for this stream, the applicant must have an Express Entry Profile, to receive NOI from Ontario Province. Following are mandatory requirements for this stream:

(a) If applied under Express Entry Federal Skilled Worker Program, then at least one year of continuous paid full-time work experience in Skill Type 0 or Skill Level A or B, within the last five years in the same primary occupation. The said work experience can be with different employers (with no gap in between), but at least one year must be in the same NOC occupation as applied under Express Entry profile. (part-time work may also be considered).

(b)If applied under Express Entry  Canadian Experience Class, then at least one year of cumulative paid full-time work experience in Canada in Skill Type 0 or Skill Level A or B, within the last three years in Canada while maintaining legal status in Canada. Here the work experience need not be continuous and can be be cumulative. Self-employment is not eligible. (part-time work may also be considered).

(c) Applicant must have a Canadian bachelor’s, master’s or PhD degree or its equivalent ECA, if, done in another country.

(d) Language ability of minimum CLB 7 or higher in French, and, CLB 6 or higher in English.

(e) Settlement funds to support oneself and any dependent family members. It can be funds in bank, annual earnings, job offer in Ontario or a combination thereof. Currently, as of March 2021, the fund requirement is as follows:

(f) Intention to live and work in Ontario after permanent residence is granted.

(h) If applicant chooses FSWP to apply, then the applicant must score minimum 67 points on FSW grid. 

2. Human Capital Priorities stream:

To be eligible for this stream as well, the applicant must have an Express Entry Profile, to receive NOI from Ontario Province. Following are mandatory requirements for this stream:

(a) If applied under Express Entry Federal Skilled Worker Program, then at least one year of continuous paid full-time work experience in Skill Type 0 or Skill Level A or B, within the last five years in the same primary occupation. 3. Skilled Trades stream:

This stream gives opportunity to foreign nationals having skilled trade experience in Ontario province to apply for permanent residence in Canada and live and work in Ontario. To be eligible for this stream, the applicant must have an Express Entry Profile, to receive NOI from Ontario Province. Following are mandatory requirements for this stream:

(a) The applicant must have Ontario work-experience of at least one year (which may not be continuous), in a skilled trade that is listed in Minor Group 633 or Major Groups 72, 73 or 82 of the National Occupational Classification (NOC), within last two years of application, while living legally in Ontario.

(b) Applicant must have requisite Ontario licence or certificate, for the period for which Ontario experience is being claimed.

(c) Applicant must be living in Ontario and hold a valid work permit at the time of application.

(d) Language ability of minimum CLB 5 or higher, for English or French.

(e) Settlement funds to support oneself and any dependent family members. It can be funds in bank, annual earnings, job offer in Ontario or a combination thereof. Fund requirement is same as the above.

(f) Intention to live and work in Ontario after permanent residence is granted.
