As of July 1, 2025, Ontario has implemented major reforms to its Provincial Nominee Program (OINP) under the new Working for Workers Seven Act. These updates give the program greater flexibility in processing applications, strengthen compliance, and shift to an employer‑driven system.
🔄 Returning Applications Before Nomination
- OINP officials can now return applications at any stage—before issuing a nomination—based on quota, labour priorities, or integrity concerns.
- Applicants will receive full refunds and notifications if their application is returned.
👥 In‑Person Interview Requirement
- The program now has authority to require in‑person interviews with employers and candidates to verify authenticity.
- Accommodations will be provided where needed.
💼 Employer‑Led Application Process
- Starting July 2, 2025, OINP will use an Employer Portal where employers initiate job offers and clients re-file EOIs rather than candidates starting the process.
- All EOIs submitted before this date have been withdrawn—new EOIs must be re‑submitted via the portal.
🎓 Relaxed Education Requirements for ECEs
Early Childhood Educators (NOC 42202) applying under the Human Capital Priorities or French‑Speaking Skilled Worker streams are now exempt from degree requirements if registered with the College of Early Childhood Educators.
🛠 What This Means for Applicants & Employers
- ✔️ Job offers must be authentic and employers must be prepared for face‑to‑face verification.
- ✔️ Applications may be returned unexpectedly—maintain flexibility and stay aware of timelines.
- ✔️ Employers will now take the lead in submitting job offers, making coordination essential.
- ✔️ ECE candidates with proper credentials can apply under simplified education rules.
📈 Why This Matters
These reforms enhance program integrity, prioritize labour‑market alignment, and modernize OINP by empowering employers—shifting away from applicant-led models toward strategic provincial workforce planning.
