What are the different streams for immigrating to YUKON?
The Yukon Nominee Program (YNP), a Provincial Nominee Program (PNP), has different number of immigration pathways for enabling foreign nationals to become Canadian permanent residents. The Yukon territory operates following immigration streams:
Yukon Critical Impact Worker
The Yukon Nominee Program (YNP) Critical Impact Worker stream helps employers to nominate workers who have in-Canada experience, in occupations which are classified as low-skilled for Canadian permanent residence.
Yukon Skilled Worker
Yukon Nominee Program (YNP) - Skilled worker helps employers to fill important gaps in their workforce, by nominating skilled foreign nationals for permanent residence in Canada.
Yukon Express Entry
Yukon Express Entry (YEE) was started in 2015, and is aligned with Express Entry system. Applicants to be eligible for YEE, must have an active profile in the Express Entry pool.
Yukon Community Pilot
The Yukon Community Pilot (YCP) is a new stream of the Yukon Nominee Program, launched in 2020, for 3 years. If someone has a valid nomination for permanent residence from Yukon, he/she is eligible for a 2-year location-restricted open work permit under the YCP.
Yukon Business Nominee Program
Applicants with proven entrepreneurial and business skills, who wish to own and operate their own businesses in Yukon may apply under the Yukon Business Nominee Program (YBNP).
Yukon Critical Impact Worker
For Yukon Critical Impact Worker, employer is the applicant and foreign worker is the nominee.
Employer Requirements
Employer requirements under Yukon Critical Impact Worker are:
- The employer must be a Canadian citizen or a permanent resident of Canada.
- • Employers must have been registered and operating the business for which the application has been submitted for, in the Yukon for a minimum of one year, on a full-time basis Or be a recognized government body in Yukon.
- Employers must meet the minimum requirements of territorial labour standards.
- Employers must provide a copy of the business licence, and be registered on Yukon’s corporate registry.
- Employers must provide (free to nominees) health insurance that gives similar coverage to what a Yukon resident gets under the Health Care Insurance Plan Act until the nominee is eligible for insured health card under the Health Care Insurance Plan Act.
- Employers must provide the Yukon median wage for the National Occupational Classification (NOC) as per Employment and Social Development Canada (ESDC).
Foreign Worker Requirements
Foreign Worker requirements under Yukon Critical Impact Worker are:
- Education and work experience must satisfy the requirements of the job as per the criteria specified in the National Occupational Classification (NOC).
- Demonstrate at least six months of related work experience for the Critical Impact Worker stream.
- Candidates with a job offer at NOC skill level C or D must demonstrate proficiency equivalent to at least Canadian Language Benchmark (CLB) level 4.
- Foreign workers who are currently in Canada, must maintain a valid work permit throughout the Yukon Nominee Program application and assessment process.
Yukon Skilled Worker
For Yukon Skilled Worker, employer is the applicant and foreign worker is the nominee.

Yukon Express Entry
Yukon Express Entry Requirement
Yukon Express Entry is aligned with the federal Express Entry system. Following are the requirements for the Yukon Express Entry stream:
- Applicant must have an active profile in the Express Entry pool.
- Applicant must be eligible for at least one of three federal Economic programs.
- For Federal Skilled Worker stream of Express entry, at minimum, a high school diploma, as well as at least one year of continuous full-time, skilled work experience (in a position at National Occupational Classification (NOC) Skill Level 0, A, or B) is required. Candidates must also demonstrate language proficiency in English or French consistent with Canadian Language Benchmark (CLB) level 7.
- For Canadian Experience Class, no minimum education is required. CEC candidates must have a minimum of one year of full-time Canadian skilled work experience (in a position at NOC Skill Level 0, A, or B) in the last three years. CLB 7 for work experience obtained at NOC Skill Level 0 or A is required and CLB 5 for work experience obtained at NOC Skill Level B.
- For Federal Skilled Trades, no minimum education is required. FST candidates must have at least 2 years of full-time work experience in a skilled trade occupation. Candidates must also have either an offer of employment to work in a skilled trade in Canada or a certificate of qualification in their skilled trade issued by a Canadian authority. Language proficiency of CLB Level 5 for speaking and listening and CLB 4 for reading and writing is required.
- Candidates must also have a full-time, permanent job offer from an eligible Yukon employer.
- Candidates must also have settlement funds as determined by Immigration, Refugees and Citizenship Canada (IRCC).
Employer Requirements
Following are the requirements for employers under Yukon Express Entry stream:
- The employer must offer a full-time, indeterminate position with a wage that meets industry standards.
- The Yukon business must have been operating in Yukon for at least one year.
- If the business is a non-profit organization, the business must have been in operation for at least three years, and must have secured funding for at least one year following the application to the YNP.
- The business must also have current and valid licenses to operate in Yukon.
- The employer must demonstrate that reasonable efforts were made to recruit a Canadian to fill the position prior to offering the position to a foreign national.
Employers must meet specific advertising requirements, including advertising the position for at least four (4) weeks in at least two local and one national recruitment mediums.
Yukon Community Program
The Yukon Community Pilot (YCP) is a new stream of the Yukon Nominee Program. This pilot was created to address the specific economic and labour market needs of the Yukon. Under this program, over the next three years, the Yukon government will issue invitations to skilled workers through the Yukon Community Pilot program in an attempt to fill gaps in the job market and recruit top tier talent to this northern territory. Qualified candidates will be granted a 2-year location-restricted open work permit.
Work permit eligibility
To qualify for the work permit, you must:
Have 2 or 3 eligible job offers:
- All in the same participating Yukon community
- Adding up to at least 30 hours of work a week (equal to a full-time job)
- They must be non-seasonal.
- The wage must meet or exceed the minimum wage
- Applicant’s experience must show that you can perform the duties required by the jobs
- have a signed letter of support from the Government of Yukon
- meet the general requirements for a work permit
Yukon Business Nominee Program
ELIGIBILITY
To apply under Yukon Business Nominee Program, applicant must:
- Achieve a score of at least 65 points on the Yukon Business Nominee Program Assessment Grid.
- Have at least a high school education. If your business requires more education, you must also provide proof of these credentials.
- Have at least 3 years of entrepreneurial or business management experience;
- Have at least 5 years work experience that is relevant to your business;
- Not be a refugee or have an active request for refugee status with the Government of Canada;
- Have never been denied immigration by the Government of Canada;
- Have no active applications for any other provincial or territorial nominee program;
- Have a net worth of at least $500,000 CAD. You must also have documentation and verification by a Yukon accounting firm that you obtained it through legal means;
- Have a minimum of $300,000 in liquid assets. This includes things like cash, bonds and cash derivatives. You must also have documentation and verification by a Yukon accounting firm that you obtained it through legal means;
- Intend to permanently live in Yukon;
- Agree to live in Yukon with dependents, if applicable, while managing and investing in your own business in Yukon.
- Hold a position within business of National Occupational Classification (NOC) 0 or A.
- Have not yet purchased or started your business in Yukon at the time of your application to the program.
- Show how applicant will invest at least $300,000 in capital investments for the business in the first 2 years.
- This does not include any capital investments made before your acceptance into the Yukon Business Nominee Program.
- Capital investments include purchases such as property or equipment. It does not include purchases such as a house, vehicles that are only partially for the business and operational or maintenance expenses.
Business eligibility
Your proposed business must:
- be a new business or a purchase of an existing Yukon business
- be managed by you
- not be a passive investment
- belong to any 1 of the following strategic sectors:
- Information technology
- Manufacturing
- Value-added processing
- Forestry
- Tourism products, attractions, services and facilities
- Energy
- Mining or mineral development
- Agriculture
- Cultural industries
- Film and video production
Your proposed business must not belong to 1 of the following ineligible sectors and activities:
- Passive investments
- Retail, wholesale operations, distribution operations
- Restaurants
- Financial services
- Business, consultation and personal services
- Most professional services
- Real estate
- Holding companies
- Gas stations
