Canada Cuts Provincial Nominee Program Targets by 50% for 2025

In a notable shift to its immigration strategy, Canada has reduced its Provincial Nominee Program (PNP) allocations for 2025 by half compared to 2024 levels. This decision impacts all provinces, including Ontario, and signals a significant policy change for economic immigration pathways.

Ontario’s Allocation Halved

Ontario’s Ministry of Labour, Immigration, Training, and Skills Development has confirmed a sharp drop in its 2025 Ontario Immigrant Nominee Program (OINP) allocation. This year, Ontario expects to issue around 21,500 nominations — nearly 50% less than the 41,000 spots it received in 2024.

Despite this substantial reduction, the Ministry affirmed its continued focus on attracting immigrants who fulfill the province’s most urgent labour market needs.

Federal Immigration Strategy Behind the Cut

The decision aligns with Canada’s revised Immigration Levels Plan for 2025–2027. Announced in late 2024, the plan introduced a 20% overall cut in new permanent residents. However, the PNP stream has borne the brunt with a 50% allocation cut, indicating a realignment of priorities in how Canada manages regional economic immigration.

Previously, PNPs served as a key channel for distributing immigration benefits beyond major urban centres, addressing region-specific workforce shortages. The current reduction may result in tighter competition for nominations and slower provincial draws.

Applicants Face Rising Competition

The halving of PNP allocations is expected to increase competition among immigration candidates, especially those relying on provincial nominations to boost their Comprehensive Ranking System (CRS) scores. Applicants will need to strengthen their profiles and explore other federal and employer-driven pathways like Express Entry, AIP, and RNIP.
