Quebec Unveils 2026–2029 Immigration Strategy with Language Requirements & Reduced Intake

On June 5, 2025, Quebec’s Minister of Immigration, Jean‑François Roberge, presented a draft multi‑year immigration plan spanning 2026 to 2029. These proposed guidelines emphasize reducing both permanent and temporary admissions while reinforcing French language integration.

🔹 Three Permanent Resident Scenarios

Quebec is evaluating three annual targets:

  • 25,000 – deep reduction (~50%)
  • 35,000 – moderate cut (~30%)
  • 45,000 – light reduction (~10%)

These options reflect concerns over infrastructure, housing, and service capacity amid a surge in non-permanent residents.

🔹 Temporary Immigration Caps

For the first time, Quebec sets firm limits on non-permanent residents (students, temporary workers, asylum seekers): from ~416,000 in 2024 to 200,000 by 2029, focusing on easing pressure in Montreal and Laval.

🔹 French Language & Program Changes

  • Enforced French competence for temporary foreign workers renewing after three years (excluding agriculture).
  • Temporary freeze on PEQ streams for foreign workers and Quebec graduates until November 30, 2025.
  • Launch of new Skilled Worker (PSTQ) in July 2025, prioritizing French-speaking Québec residents with local work or study experience.

🔹 Public Consultation Period

Stakeholder input is open until August 15, 2025, with public hearings slated to begin September 16, 2025, at the National Assembly.
