Sudbury Launches Priority Occupations for New Permanent Residence Pathways

Greater Sudbury has unveiled the target occupations and sectors for its 2025 Rural Community Immigration Pilot (RCIP) and Francophone Community Immigration Pilot (FCIP) as part of its enhanced strategy to attract skilled international talent.

🛠 What Are RCIP and FCIP?

  • RCIP: Focuses on employer-driven permanent residence pathways to fill labour gaps in rural and urban parts of Sudbury.
  • FCIP: Tailored to Francophone or bilingual applicants to support linguistic diversity in Francophone communities outside Quebec.

Nomination Slots Available in 2025

  • RCIP: 525 nominations
  • FCIP: 45 nominations

These programs are administered locally by the Greater Sudbury Development Corporation (GSDC) and funded by FedNor and the municipality.

RCIP Priority Sectors & Occupations

Entry via RCIP is restricted to specific sectors and NOC codes:

  • Natural & Applied Sciences
  • Health Care
  • Education, Social & Community Services
  • Trades & Transport
  • Natural Resources & Agriculture

FCIP Priority Sectors & Occupations

FCIP supports bilingual candidates in areas such as:

  • Business, Finance & Administration
  • Health Care
  • Education, Social & Community Services
  • Arts, Culture & Recreation
  • Trades & Transport

How It Works: Employer-Driven Pathway

  1. Employers apply to be designated through the GSDC.
  2. A valid job offer in a designated role is required.
  3. Applicants must meet federal criteria: eligible NOC code, job experience, language skills, education, and settlement funds.
  4. International graduates may skip work experience if they hold a local credential.
  5. RCIP applications are scored, with minimum threshold of 50 points.
  6. FCIP processes through simple first‑come, first‑served selection.

Why Sudbury?

As a designated community under Canada’s Rural & Northern Immigration Pilot, Sudbury blends urban and rural living—offering affordable housing, strong community ties, and an expanding population of ~180,000.
